- That education is a fundamental human right, and that governments are responsible for providing free, good quality basic education and learning opportunities to all citizens, especially to poor and marginal people and communities.
- That adult education and basic education are critical to each other's advancement; that universal primary and secondary education cannot be achieved in the absence of safe, enabling learning environments in homes and communities; and that the potential for meaningful 'learning throughout life' for all individuals rests on a strong basic education foundation.
